Budget Planning and Management - Delphi Planning - Delphi System Overview

This article gives an overview of the Delphi planning system.

This article gives an overview of the Delphi planning system.

Delphi Planning is a budget planning and management solution comprising several applications and tools.

Oracle Hyperion Planning

Oracle Hyperion Planning is a web-based budgeting and planning solution that enables collaborative, event-based planning processes for a wide range of financial and operational needs throughout the organization. Powered by Essbase, Planning uses a multidimensional data structure for flexible data collection and analysis.

The main features are:

  • Multidimensional data structure
  • Target-setting and bottom-up planning capabilities
  • Iterative planning cycle management
  • Complex business rules and calculations
  • Web-based and Excel-based data entry of Planning information

There are two Planning applications in the Delphi System:

  • UCBUD: The UCBUD application is intended to be a summary application that will allow for the Budget Office and Units to analyze data at the OBS and Acct10 levels. The Budget Office can create yearly unit targets at the OBS level. Units will be able create their own target calculations at the OBS or Acct10 level and will create budget and forecast at the Acct10 level. All users will be able to report on Actual vs Budget data in presentation type reports or through ad-hoc analysis. The UCBUD application will also house the year-end balance, transfer, and variance reporting components of the budget process.
  • UCSAL: The UCSAL application is intended to be an annual employee budgeting application. At the beginning of the budgeting cycle, the UCSAL application will be loaded with current benefit eligible faculty and staff employee salaries by job by Acct10. Units will then have to budget the next year's budget for their employees at the Acct10 level. Units will have to add the budget for vacancies and non-benefit eligible employees (students, biweekly, union, etc). Benefits will automatically be calculated in the UCSAL application. All of the data in the UCSAL application will be summarized at the Acct10 level and moved to the UCBUD application.

Hyperion Essbase

Essbase is the multidimensional database in which planning information is captured, calculated, and stored.

Delphi Workspace

Workspace is a web interface for accessing all Planning applications. Workspace allows for multiple tabs that enable users to toggle between screens in order to facilitate concurrent planning functions.

Smart View

Smart View retrieves and uses Hyperion data in Excel, Word, and PowerPoint. Use Smart View to perform ad-hoc analysis against budget/forecast data and to access data forms for data entry.

All users will be able to report Planning data at using custom built reports available in Workspace or through user created ad-hoc analysis reports from Smart View.
